Shabdanbek Alishev, Plenipotentiary Representative of the Jogorku Kenesh of the Kyrgyz Republic to the CSTO PA, spoke at the Coordination Meeting of Chairpersons of Committees (Commissions) on Defence and Security of the Parliaments of the CSTO Member States under the CSTO PA Council.
He pointed out that Sadyr Japarov, President of Kyrgyzstan, outlined the priorities of the country's chairmanship of the CSTO in 2025 at the meeting of the CSTO Collective Security Council on November 28, 2024, in Astana, identifying five key areas. The goals in these areas were successfully implemented during this year.
According to Shabdanbek Alishev, in the sphere of foreign policy coordination, such important documents as the Joint Statement on the 80th anniversary of Victory in the Great Patriotic War, joint statements at the level of foreign ministers of the CSTO countries on countering radicalization leading to terrorism and extremism, on international information security and on the UN Regional Centre for Sustainable Development Goals for Central Asia and Afghanistan were adopted, as well as a number of others.
Plenipotentiary Representative noted that in the sphere of military cooperation, the emphasis was placed on improving the readiness of the units of the CSTO Troops (Collective Forces) to perform their designated tasks, organizing and conducting joint operational and combat training exercises for command and control bodies and forming forces and assets of the CSTO collective security system.
Shabdanbek Alishev also pointed out that in 2025, for the first time in the Kyrgyz Republic, the International Military and Scientific Conference of the defence ministries of the CSTO Member States was held, titled "Improving the training system of military personnel as a factor in ensuring the security of the CSTO Member States."
Besides, the 1st CSTO International Conference on Cybersecurity took place in 2025. More than 150 delegates from the CSTO, CIS and SCO countries, including representatives of law enforcement agencies, IT companies, and experts in information security attended the event. The conference was opened by Kamchybek Tashiyev, Chairman of the State Committee for National Security (SCNS), deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic.
Elaborating on the fifth priority, Shabdanbek Alishev said that in the field of analysis and forecasting, Kyrgyzstan had been actively coordinating the consolidation of the expert potential of leading scientific institutions and higher education organizations.
"In order to promote the CSTO as a key factor in Eurasian security, as well as to receive feedback from the young audience and the academic community, two joint meetings were prepared and successfully held under the auspices of the Parliament of Kyrgyzstan and the CSTO PA Secretariat at the platform of the Committee of the Jogorku Kenesh of the Kyrgyz Republic on regional security. Representatives of the CSTO Joint Staff, the CIS Anti-Terrorism Centre and the SCO Regional Anti-Terrorist Structure, all relevant national ministries of Kyrgyzstan and rectors of the country's leading universities participated in the meetings. In addition, two large-scale joint international scientific and practical conferences for both young and experienced scientists and 15 thematic lectures at 15 higher education institutions in Kyrgyzstan were held. The protection of historical memory of friendship between peoples and the 80th anniversary of Victory in the Great Patriotic War and World War II were fixed items on the agenda of these events. The audience exceeded 450 teachers and 2,500 students, master's and Ph.D. candidates," the diplomat concluded.
