On September 26, Vladimir Putin, President of Russia, and Aleksandr Lukashenko, President of Belarus, held talks in Moscow.
During the meeting, the presidents discussed current issues pertaining to the development of union relations, the regional situation and the international agenda.
Vladimir Putin underlined that cooperation within the Union State is expanding and that the work to ensure security is "proceeding steadily, in working mode."
Aleksandr Lukashenko announced the possibility of building a new nuclear power plant in eastern Belarus. It could provide electricity to new regions of Russia, he explained.

In December 2022, the CSTO PA adopted Recommendations on Countering Terrorism at Fuel and Energy Facilities, aimed at creating effective organizational and legal mechanisms to ensure the anti-terrorist security of fuel and energy facilities in CSTO countries.
